Elon Musk along with world’s leading experts on Robotics delivered a signed open letter, addressed to International Joint Conference on AI (IJCAI) in Melbourne, Australia, demanding lethal autonomous weapons systems to be added as weapons banned under the UN’s convention on certain conventional weapons (CCW) ratified in 1983, which includes chemical and intentionally blinding laser weapons.

Over 100 of world’s leading robotic experts are ganging up against weaponizing of AI and Robots. The list includes Elon Musk, founder of Tesla Cars, Boring Company and SpaceX, Alphabet’s Mustafa Suleyman, and much more have signed an open letter to UN pertaining to ban the use of killer Robots in war-torn zones, protection and other areas where mass killings are expected.

An Open Letter to the United Nations Convention on Certain Conventional Weapons


As companies building the technologies in Artificial Intelligence and Robotics that may be repurposed to develop autonomous weapons, we feel especially responsible in raising this alarm.

We warmly welcome the decision of the UN’s Conference of the Convention on Certain Conventional Weapons (CCW) to establish a Group of Governmental Experts (GGE) on Lethal Autonomous Weapon Systems. Many of our researchers and engineers are eager to offer technical advice to your deliberations.

We commend the appointment of Ambassador Amandeep Singh Gill of India as chair of the GGE. We entreat the High Contracting Parties participating in the GGE to work hard at finding means to prevent an arms race in these weapons, to protect civilians from their misuse, and to avoid the destabilizing effects of these technologies.

We regret that the GGE’s first meeting, which was due to start today, has been cancelled due to a small number of states failing to pay their financial contributions to the UN. We urge the High Contracting Parties therefore to double their efforts at the first meeting of the GGE now planned for November.

Lethal autonomous weapons threaten to become the third revolution in warfare. Once developed, they will permit armed conflict to be fought at a scale greater than ever, and at timescales faster than humans can comprehend. These can be weapons of terror, weapons that despots and terrorists use against innocent populations, and weapons hacked to behave in undesirable ways. We do not have long to act. Once this Pandora’s box is opened, it will be hard to close. 

As you can see the concerns of experts are not regarding the development of AI but regarding the responsible development of AI Systems. Many people fear that if Robotics system were used in warfare as conventional weapons it may trigger an uncontrollable Arms Race. Robotic system may get advance in killing but it would take time for them to develop human-like intelligence, one of the major concerns is also that should AI be ever deployed in killing business it might never know when to stop or it may not be able to distinguish the difference between innocent population and it’s target.
The concerns of experts are not unfounded and baseless only in past few years weaponization has cost hundreds of innocent lives. The letter specifically addresses to weapons like Raytheon – Phalanx Close-In Weapon System CIWS, which chooses it’s target automatically after being turned on.

Apart from this, there are also Reaper and Predator drones, Predator drones were used by the US in the Middle East in its war against terror caused massive civilian causalities, Reaper is a more advanced version of Predator drones. Predator Drones were phased out and will be replaced by Reaper drones this year.

There is also this little guy “MAARS – Modular Advanced Armed Robotic System” which is a robot used as a mounted machine gunner & grenade launcher mini tank. It’s machines like these which are far from being intelligent are concerning to many because of the fact that they are not able to make intelligent and informed decision, even if we came to a point where machine could make such intelligent decisions we can’t be sure that they want to turn against us “The Humans”.
